 Working together for Safety and Health in 2009

The Oil and Gas Industry in Australia is aiming to develop a reputation as a global leader. In working to achieve this aim the industry is committed to:

  • Making safety the number one value and not supporting any decision that compromises safety for the sake of any other business objective;
  • Achieving a year-on-year reduction in all safety incidents, including high-potential near-miss events; and
  • Adopting an industry-wide target of zero safety incidents and high potential near-miss events.

Oil and gas CEOs have adopted an industry aspiration that applies to everyone working in our industry from title holders, operators, contractors to the workforce:

“By working together, nobody gets harmed"

In recent years the industry experienced unprecedented levels of activity and economic prosperity. This brought with it particular challenges in terms of huge pressures on facilities, plant and equipment, and challenges in recruiting and retaining supervisors and workers with the level of skills and experience required to operate safely and effectively.

Currently however, the oil and gas industry, along with the rest of industry and the world, is experiencing an economic downturn and in some cases serious financial pressures. This environment brings it with it a new set of challenges and opportunities. Corporate spending decisions are crucial to safety in such economic times. This is a critical time for safety in our industry and our commitment to safety must remain strong.

Focus on Safety in Economic Downturn

In periods of economic downturn the pressure to trim operational expenses can be all too real, with the potential for maintenance projects to be delayed and operator positions cut. The message must be – we all need to remain 100% focused on safety, we must work together and we must focus on investment in infrastructure, preventative maintenance and retaining key skills and experience.

 Safety & Health Performance

APPEA collects quantitive information regarding the safety and health performance of the oil and gas industry. This information enables APPEA and its members to provide transparent information to the community with respect to the industry’s performance.

 New Reporting Requirement - High Potential Incidents

In 2009, APPEA has introduced a new requirement to report high potential incidents, defined as incidents with the potential for fatality or multiple fatalities.

In addition, every two years APPEA publishes a Health, Safety, Environment and Social Performance Report. Click here to access the 2005/2006 Report. The Report for 2007/2008 will be published in mid 2009.

CEO Safety Leadership Priorities for 2008/09 Oil and gas industry leaders identified the following safety and health priorities for the industry for 2008/09:

  • Identify safety best practice in the Australian culture
  • Increase focus on process safety & hydrocarbon releases
  • Address fatigue concerns
  • Build safety into contracts and contractor interfaces

APPEA and its members are proud of their safety performance, which demonstrates a clear trend of improvement in all main indicators. However, APPEA believes that the only acceptable benchmark for safety incidents is zero, and together with its member companies, is committed to achieving that goal.

APPEA Safety Awards Print E-mail

The APPEA Safety Awards recognize excellence in safety performance and innovation in safety management. Since 1987, there awards have showcased the best the oil and gas industry has to offer, both in improving safety performance and in better safety management. The APPEA Safety Awards demonstrate how the industry is working towards is aim to be a global leader in safety.

 Key dates for the 2008 APPEA Safety Awards to be awarded at the 2009 APPEA Conference in Darwin are:

  • Friday 27 February – Shortlisted companies requested to provide safety summary and initiative descriptions
  • Friday 27 March – Deadline for submission of initiative descriptions for all Awards nominees
  • Thursday 30 April – Preliminary winners announced, subject to verification
  • 31 May – 3 May – Presentation of Awards at APPEA Conference in Darwin (date to be advised)
 
Safety and Environmental Alert System Print E-mail

Safety and Environment Alert System (SEAS)

APPEA’s Safety and Environment Alerts System, is the online incident reporting system for Australia’s petroleum production and exploration industry. This alert system was established to capture the details of incidents, near misses and mitigating actions to enable member companies and contractors/service provides to share and learn in a timely, efficient and accurate manner.

The APPEA Safety and Environment Alerts System is also available for viewing by the public to allow the broader community to also learn from the incidents.

Safety Case Regime

Following the Piper Alpha disaster in the North Sea where 167 workers tragically lost their lives, the oil and gas industry has been regulated in the North Sea and in Australia under a goal setting regime where a safety case’ is required.

The safety case is a regulatory approach whereby the operator of a facility must produce a safety case and it must:

  • Identify the hazards and risks
  • Describe how the risks are controlled
  • Describe the safety management system in place to ensure the controls are effectively and consistently applied.

In complex, dynamic and high risk activity such as hydrocarbon processing facilities, it is essential that the responsibility for managing the risk lies at the point of operations. Under a safety case regime the operator is clearly focused and accountable for preventing major accident events (MAEs).

The fundamental principles are ‘continuous improvement’ not minimum compliance, though it is important to understand that the safety case approach does include clear ‘standards’ which must be adhered to.

APPEA continues to strongly support the use of the safety case regime within all Australian jurisdictions for the oil and gas industry.

National Offshore Petroleum Safety Regulator (NOPSA) The Australian oil and gas industry is subject to a range of safety-related legislation and regulation under Commonwealth and State instruments. Offshore safety is regulated by the National Offshore Petroleum Safety Regulator (NOPSA) and information on legislation can be found via their website at www.nopsa.gov.au/

2009 HSR Forum and National Oil and Gas Safety Conference - “Skilled for Safety”

 

APPEA will again host its highly successful integrated safety event – the HSR Forum, National Oil and Gas Safety Conference and CEO Safety leadership Forum will be held in Perth from Monday 3rd August to Wednesday 5th August 2009.

The Conference will focus on what we all need to do to ensure everyone from senior management to the workforce leads for safety and have the necessary skills to drive safety performance in tough economic times.
