Security of Facilities

APPEA has been actively involved in the development of a range of policy initiatives by governments relating to the security of facilities and critical infrastructure protection. APPEA has progressively increased activity in this area which has grown rapidly from a relatively controlled exercise involving quarterly meetings looking at long-term issues related to critical infrastructure protection to an activity where APPEA is currently engaged with numerous different government agencies on national security issues.

In an effort to streamline engagement with government and ensure a consistent industry approach to national security issues, APPEA has created a Security Task Force involving 19 member companies. APPEA has become increasingly concerned that the process is very complicated as the number of agencies involved has expanded and crucial interagency communication and co-ordination among so many parties has become increasingly difficult. APPEA is working with the Commonwealth seeking greater coordination of governmental approaches to industry.

APPEA applauds the Commonwealth and State Governments' actions in strengthening a first line level of protection against supply disruption.

Our work with the National Offshore Petroleum Safety Authority (NOPSA) will assist in preventing a high impact incident that disrupts supplies.

The conducting of security assessments by ASIO, the creation of the Marine Security Command and the Maritime Security Act work of Department of Transport and Regional Services (DoTARS) are all directed at making sure an extraneous force doesn't cause a supply disruption.

Our work with the Ministerial Council on Energy, the National Oil Supplies Emergency Committee, the Energy Infrastructure Assurance Advisory Group and the Joint Offshore Protection Command is focused on managing what happens after a disruption actually occurs - the first two in a supply response sense, with the third and fourth in an operational control sense.
