Safety competency programs
APPEA has played a key role in developing and rolling out major safety competency and safety culture initiatives for the oil and gas industry.
Common Safety Training Program (CSTP)
The CSTP aims to ensure that all new and existing offshore employees have the same core foundation of safety skills. It applies to workers on offshore production and drilling facilities and requires demonstration and assessment of defined safety behaviours in the workplace.
Everyone working on offshore production and drilling facilities must now have a CSTP card or be working towards obtaining one.
Offshore construction workforces on construction vessels are currently exempt from this requirement. But contractors expecting to work in the Australian oil and gas industry on offshore production or drilling facilities must work towards having their personnel issued with CSTP cards.
There are two pathways towards obtaining a CSTP card:
- a new start program involving a three day off the job behaviour development and demonstration training program followed by safety behaviour observation in the workplace.
- the experienced worker program, which uses recognition of prior learning (RPL) to replace the off-the-job component but still requires the observation of prescribed safety behaviours in the workplace.

Safe Supervisor Competence Program (SSCP)
A sister competency program, the Safe Supervisor Competence Program (SSCP), defines competency standards for offshore oil and gas construction supervisors.
Onshore oil and gas
Another key initiative has been the development of a vehicle safety program and good practice guide for use by operators, contractors and sub-contractors in the rapidly expanding onshore oil and gas industry. CSG operators are adopting a new CSG Logistics Safety Code of Practice and the leaders of the industry have established industry, operator and contractor forums in heavy road transportation and heavy plant to identify competency shortcomings and to develop joint programs.
